You are hereby summoned to an Ordinary Meeting of the Parish Council which will be held in the Village Hall on Thursday 29 March 2018 at 7.30pm for the purpose of transacting the business below.

Members of the public:

Members of the public are welcome to attend and may address the Council, following item three on the agenda, when the meeting is adjourned.

Reporting on Meetings

Except where members of the public have been excluded due to the confidential nature of the business, any person may film, photograph, audio record or use social media to report on meetings of the Council, including any public comment and/or questions. Would any person intending to report please give notice before the start of the meeting to the Clerk or Chairman of the Council to enable reasonable facilities to be afforded.

AGENDA

1.         To receive any apologies for absence.

2.         To receive, from Members, any declarations of interest in items on the agenda in accordance with the Council’s Code of Conduct.

3.         To approve the minutes of the Ordinary Meeting of the Parish Council held on 22 February 2018.

4.         Adjournment for:

4.1       Discussion and Questions with County Councillor Jane Storey, Deputy Leader, Suffolk County Council and Cabinet Member for Highways,  Transport and Rural Matters. (NB: This item is scheduled for up to 30 minutes)

4.2      County Councillor’s report.

4.3       District Councillor’s report.

4.4       Public comment and/or questions.

5.         Planning:

5.1       To consider an application received which has been referred to the Planning Consultation Group:

DC/18/01014 – agricultural building opposite Mill House, Bury Road –  creation of new vehicular access.

5.2       To note any applications considered the deadlines for which were in  advance of this meeting including:

DC/18/00637 – Water Cottage, Cross Green – trees in a Conservation Area  – removal of one leylandii (T1). Council had no objection;

DC/18/00600 – land adjacent to Plough and Fleece Inn, Great Green –  outline planning application (access to be considered) for erection of up to seven dwellings. Council had no objection provided that the three suggested affordable homes were included in the full detailed planning application as with the intended bungalows. It was felt that the properties might increase the viability of the Plough & Fleece public house but the Council would expect to see provision for an adequate hard-surface car park as evidence of the commitment to the potential increased activity of the pub. The Council also expressed concerns about highways matters in terms of safety given the increased number of dwellings in close proximity derived from a separate application. Drainage and sewerage issues were an added concern in the area and would need to fully examined.

DC/18/00520 – Chapel Road, Green Lane – erection of two semi-detached dwellings. Council had no objection; and

DC/18/00494 – Post Office and Stores, Howe Lane – erection of one attached dwelling. Council had no objection;

5.3       To note any Babergh DC planning permissions/refusals received including:

DC/17/06292 – granted – land south of Birds Lane – erection of dwelling and cart lodge.

5.4       To receive a report on the Babergh Planning Committee meeting of  21 March which discussed the application for 51 dwellings on land to the north west of Mackenzie Place.

 

6.         Finance:
6.1       To receive a financial statement and report, including the latest position with the 2017-2018 Council budget.
6.2       To authorise payments as presented and to note income received.

7.         General Data Protection Regulation:

To consider the steps necessary to implement and comply with the General Data Protection Regulation (effective 25 May) and to take action as appropriate.

8.         ‘Assets of Community Value’/’Community Right to Bid’ Scheme:
To review the process and to consider any village assets which the Council might wish to pursue under the scheme.

9.         Community Infrastructure Levy (CIL):
To consider potential bids to Babergh District Council for funding to promote local infrastructure projects in the village.

10.       Dukes Meadow:
To consider an application to Babergh District Council to take ownership of its land in Dukes Meadow and to take action as appropriate.

11.       Defibrillator:

To review progress and potential costs towards the acquisition of a defibrillator at the Village Hall and to take action as appropriate.

12.       Telephone Kiosks

To agree the purchase of appropriate paint to redecorate the kiosks in Council ownership, to seek a volunteer to undertake the work and to consider uses to which the kiosks might be put.

13.     Correspondence:
To consider the list of correspondence received and to take action as appropriate.
14.       Matters to be brought to the attention of the Council either for information or for inclusion on the agenda of a future Ordinary Meeting.

15.       Next Meeting:
To note that the next Ordinary Meeting of the Parish Council is scheduled for  Thursday 26 April in the Village Hall beginning at 7.30pm.

16.       Motion to Exclude the Press and Public:
To exclude the press and public from the meeting for agenda item 17 on the grounds that, while the decision was of public interest and would need to be recorded formally, the discussion leading to such decision would be likely to involve personal data which it was not in the public interest to disclose and which needed to be properly safeguarded on behalf of the individual(s) concerned.

17.       Parish Clerk:
To consider the appointment of a new clerk and to take action as appropriate.
