Members of the Council:

You are hereby summoned to the Ordinary Meeting of the Parish Council which will be held in the Village Hall on Thursday 29 September 2022 at 7.30pm for the purpose of transacting the business below.

Members of the public:

Members of the public are welcome to attend the meeting and may address the Council, during the Public Participation Session, Item 5 on the agenda.

Reporting on Meetings

Except where members of the public have been excluded due to the confidential nature of the business, any person is normally able to film, photograph, audio record or use social media to report on meetings of the Council, including any public comment and/or questions.

AGENDA

1. To receive any apologies for absence.

2. To receive, from Members, any declarations of interest in items on the agenda in accordance with the Council’s Code of Conduct.

3. To approve the minutes of the Extraordinary Meeting of the Parish Council held on 30 August 2022.

4. To review progress on all outstanding actions from minutes of previous meetings.

2021/117.2.6: Village Hall Car Park
Cllr Levett to seek a further quote for ongoing spraying services to remove moss.

2021/189: BMSDC Public Realm Land
The Clerk has written to SCC Cabinet member responsible for Highways seeking his assistance.
Cllr Southgate to write further letter of complaint highlighting BMSDC’s responsibility for any future accidents at this junction.

2021/192.2.2: Glebe Land
Cllr Morley is still awaiting quotations to clear rubbish for the site and to create a path through the Allotment.

2021/194: Local Needs Housing
The Clerk to submit an application for ‘Granting of a new right of common and application for registration of a right in the commons register’, and is authorised to instruct a solicitor to draft it as a Deed (if required) up to a maximum cost budget of £500.

2021/195.2: Highways & Emergencies
Following the site meeting on 3/08/22 (attended by all Cllrs and District Cllr Arthey), Cllrs understood the problems in installing a Footpath along Howe Lane. Cllr Morley advised that he is awaiting a proposal from Hodge Farms on possible route options.

2021/215: New Bus Shelter
The Chairman, Cllr Morley and the Clerk to provide personal details to our Solicitor to enable client credit checks and a deposit (cheque) to be authorised.

2022/053.2.1: Greens Management
.The Clerk to instruct the contractor to proceed with the refurbishment of the Bandstand in accordance with the paint specification provided.
Cllr Turner to paint and/or stain the Iroko post for the village sign to be installed at Parsonage Green.
The Clerk to place an order to purchase a second bench from Orwell Graden Furniture (Mencap) for Jeffreys Green, and with Rod Williams to install a concrete base for the bench.

2022/053.2.8: Pavilion
The Clerk to instruct S & N Electrical to rectify the Category C2 faults found during the 5-yearly NICEIC Electrical Condition Assessment of the Pavilion and to investigate and rectify the high readings on the lighting circuit.
Cllr Turner to install a replacement a kitchen fan to replace the one that is missing its cover.

2022/066.2.8: Pavilion & Shed
Cllr J Brinkley to obtain (Labour only) quotations from a local contractor to paint the Pavilion and the Shed. The Parish Council will purchase and supply the paint.

2022/081.3: Correspondence
The Clerk to advise UKPN, of the PC’s refusal to their request to run a LV power supply cable across the Great Green.

2022/981.9: Correspondence
The Clerk to circulate a briefing note to Cllrs on Octopus Energy options.

DC/22/03494: Submission of Details (Reserved Matters in Part) and Discharge of Condition 4 (Agreement of Materials), Condition 6 (Ground Floor Levels), Condition 12 (Construction Management), Condition 13 (Provision of Parking and Turning), Condition 14 (Refuse Bins and Collection Areas) and Condition 15 (Details of Screen Walls and Fences) pursuant to Outline Planning Permission DC/21/03681 for the Access, Appearance, Landscaping, Layout and Scale of 1no dwelling (Plot 25 / Phase III Only): 21 Old Stone Pit Way, (Land Adjacent To Mackenzie Place), Cockfield, Suffolk (Consultation Deadline: 29/09/22)

DC/22/04552: Householder Application – Replacement and Raising of main roof, raising of chimney, re-roofing of single storey side/rear roof, fenestration alterations and replacement doors and windows, re-rendering, installation of red brick plinth, internal alterations and erection of replacement porch (following demolition of existing porch and attached garage). Green Meadow, Windsor Green, Cockfield, Bury St Edmunds Suffolk IP30 0LY (Consultation Deadline: 04/10/22)

6.2 To note any Babergh District Council planning permissions/refusals received:

DC/22/03572: Submission of Details (Reserved Matters in Part) and Discharge of Condition 6 (ground floor levels in Part) under Outline Planning Permission DC/21/03681 for the Access, Appearance, Landscaping, Layout and Scale of 1No. dwelling (Plot 26) 19 Old Stone Pit Way, (Land Adjacent to Mackenzie Place), Cockfield, IP30 0HY. Decision: Reserved Matters have been Approved.

DC/22/03827: Discharge of Conditions Application for DC/22/01254 – Condition 3 (Landscaping Scheme) and Condition 5 (Illumination): Loft Farm, Cross Green, Cockfield, Bury St Edmunds Suffolk IP30 0LJ. Decision: Conditions Approved.

7. Finance:
7.1 To receive a financial statement and report, including the latest position with the 2022-2023 Council budget.
7.2 To authorise Payments as presented and to note Income received.
7.3 To authorise the quotation from Binder Ltd for £581.00 + VAT to fit a new protection bath under the Bio-disc.
7.4 To consider alternative contract options from Octopus Energy for Pavilion electrical supply.

8. Neighbourhood CIL:
To receive a progress update from Cllr Morley on the Bus Shelter project.

9. Maintenance Schedule and Asset Management:

To undertake full review of 2022/23 Maintenance Requirements for budget preparation purposes.

12.3 Email dated 20/09/22 from Crawfords (Loss Adjusters), providing 1st set of Monitoring readings on Pavilion.
12.4 Email dated 21/09/22 from David Bracey, confirming Play Equipment Safety Inspection booked for 26/09/22.
12.5 Complaint from resident about pothole/erosion damage to Cross Green.
12.6 Complaints from resident and Cllr Cutting-Keyton about Environmental problems on airfield adjacent to the public footpath.
