You are hereby summoned to the Annual Meeting of the Parish Council which will be held in the Village Hall on Thursday 24 June 2021 at 7.30pm for the purpose of transacting the business below.

Members of the public are welcome to attend the meeting and may address the Council, during the Public Participation Session, Item 5 on the agenda.
Reporting on Meetings
Except where members of the public have been excluded due to the confidential nature of the business, any person is normally able to film, photograph, audio record or use social media to report on meetings of the Council, including any public comment and/or questions.
AGENDA
1. To receive any apologies for absence.
2. To receive, from Members, any declarations of interest in items on the agenda in accordance with the Council’s Code of Conduct.
3. To approve the minutes of the Ordinary Meeting of the Parish Council held on 27 May 2021.
4. To review progress on all outstanding actions from minutes of previous meetings.
2019/220: Telephone Kiosks
Cllr Brinkley to investigate the feasibility and cost of re-siting the Parish Council owned telephone kiosk from outside the Post Office to the corner of the Great Green.
2020/156.2: Turfing at Great Green
Cllr Brinkley to purchase 200m2 of turf to be laid at the Adventure Playground, Great Green. Purchase deferred until the Autumn.
2021/217: Matters to be brought to the attention of the Council either for information or for inclusion on the agenda of a future Ordinary Meeting.
The Clerk to check on the remedial work undertaken by SCC on the overgrown hedge problems at Meadow Lodge, Chapel Rd and Craufard House, Howe Lane to SCC.
The Clerk to contact BMSDC Enforcement to ascertain whether the work undertaken to create the visibility splays to the entrance to the site (DC/18/00306) is the full extent of work to be undertaken, or whether the contractor intends removing tree stumps etc
2021/010: Parking at the Great Green
Cllr Brinkley to contact RoSPA on 28/05/21, to arrange meeting at the Great Green with RoSPA, Cllrs Morley, Turner & Brinkley to seek advice about any further measures to mitigate potential safety risks.
2021/012.2: Pavilion Kitchen Flooring
The Clerk to place an order with Floor Dimensions Ltd to install Altro Flooring & Latex Screed in the Kitchen.
2021/013: Dog Litter Bin
The Clerk to place an order for a Dog Litter Bin to be sited at Smithwood Green.
2021/014.2.2: Glebe Land
Cllr Morley to speak with resident about the current status of the allotment and the rubbish removal.
2021/035.4: Bandstand
Cllr Morley to obtain a quotation for cleaning and painting the inside and the outside of the Bandstand, Great Green.
2021/035.6: Litter Pick
Cllr Levett to advise Sudbury Wardens that the Litter Pick along the A1141 between Loft Corner and The southern Cockfield Boundary is deferred until the Autumn.
2021/037: Neighbourhood CIL:
Cllr Morley to provide a feasibility update on the proposed new Bus Shelter. (see Agenda item 10).
2021/038: Future of the Minibus
Cllrs Southgate, Brinkley and Morley to develop a Minibus Marketing Plan. (see Agenda item 11).
2021/039.2: Pavilion Balustrade
The Clerk to obtain 3 No. quotations to repair the Pavilion Balustrade after the Insurance Renovation Works are complete.
2021/039.3: Pavilion Hire
The Clerk to draft a letter for the Chairman to sign confirming a long term commitment from the Parish Council to a hire agreement of the Pavilion by Cockfield United.

Cllrs Webster and Morley to consider siting of new gates and entrance widening options onto the A1141

DC/21/02296: Submission of details (Reserved Matters) under Outline Planning Permission DC/19/04755 dated 22/02/2021. Appearance, Landscaping, Layout and Scale for Erection of up to 28no. dwellings (Plots 5, 6 and 7 of Reserved Matters Permission DC/19/02020 to be repositioned/amended). DC/21/03496: Proposal: Application for works to a tree/s in a Conservation Area – Prune back 1No Acacia tree (T1) large branch overhanging the patio to an appropriate growing point. Prune back 1No Acacia tree (T2), overhanging branch over the garage to an appropriate growing point. Removing any dead branches on both trees. Sketch plan 1. Hope House, Cross Green, Cockfield, Suffolk IP30 0LG (Consultation Response Deadline 09/07/21).
6.2 To note any Babergh District Council planning permissions/refusals received:
DC/21/002586: Notification of Works to Trees Protected by a Preservation Order – T1 (Sycamore) – Remove basal epicormic growth. T2 (Oak) – Raise crown to 5m; reduce lateral extension to west by 2m to suitable growth points; remove deadwood and snapped branches. G1 (Sycamores) – Reduce lateral extension to north by 1-2m to suitable growth points. Parcel Of Land North of Wood End House. Decision: Consent has been Granted.
6.3 To receive feedback from Cllr Levett on the previous BMSDC Planning Committee discussion on the Loft Corner Application and to consider the rational for presumption of attendance, subject to Cllr availability, at relevant future BMSDC Planning Committees,
7. Finance:
7.1 To receive a financial statement and report, including the latest position with the 2021-2022 Council budget
7.2 To authorise Payments as presented and to note Income received.
7.3 To approve a donation gift to the value of £30.00 for Mr L Mills as a ‘Thank You’ for undertaking the Internal Audit.
7.4 To approve a donation gift to the value of £40.00 for Mrs G Rose as a ‘Thank You’ for maintaining the War Memorial grass and flower bed.
8. Governance:
8.1 To review the systems of internal control & take action as appropriate and in compliance with the Accounts & Audit Regulations 2015, to approve the completion of Section 1 of the Annual Return – “Annual Governance Statement 2020/21” for Cockfield Parish Council.
8.2 To approve Section 2 of the Annual Return – “Accounting Statements 20120/21” for Cockfield Parish Council.
9. Suffolk County Council School Bus Service
To seek Cllr Lindsay’s support to challenge SCC’s inequitable School Bus cost policy for Cockfield residents that it not synchronised with their school allocation policy.
10. Neighbourhood CIL:
To receive a progress update from Cllr Morley on the Feasibility of the new Bus Shelter at MacKenzie Place.
11. Village Minibus:
To receive an update and/or proposal on the Marketing Plan from Cllrs Southgate, Brinkley, Morley.
12. Parking at Great Green:
Following Cllr Brinkley and Cllr Morley’s meeting with RoSPA, to agree any actions to address resident complaints and safety concerns about cars parking around the Great Green at the Children’s Adventure Playground.
13. Pavilion Update:
13.1 To provide a progress report on the Refurbishment – Cllr Levett
13.2 To determine balustrade refurbishment options – The Clerk
14. Parish Councillor Vacancy:
14.1 To receive a personal statement from Cllr Levett regarding the Co-option process and meeting minutes.
14.2 To discuss the profile of the ideal candidate to fill the vacancy.
14.3 To agree the co-option process and need for an advert.
