Members of the Council:

You are hereby summoned to the Ordinary Meeting of the Parish Council which will be held in the Village Hall on Thursday 24 November 2022 at 7.30pm for the purpose of transacting the business below.

Members of the public:

Members of the public are welcome to attend the meeting and may address the Council, during the Public Participation Session, Item 5 on the agenda.

Reporting on Meetings

Except where members of the public have been excluded due to the confidential nature of the business, any person is normally able to film, photograph, audio record or use social media to report on meetings of the Council, including any public comment and/or questions.
AGENDA

1. To receive any apologies for absence.

2. To receive, from Members, any declarations of interest in items on the agenda in accordance with the Council’s Code of Conduct.

3. To approve the minutes of the Ordinary Meeting of the Parish Council held on 27 October 2022.

4. To review progress on all outstanding actions from minutes of previous meetings.

2021/189: BMSDC Public Realm Land:
SCC Highways Enforcement team to contact the land owner to arrange for the fence line to be moved further away from the junction.
Cllr Southgate to write further letter of complaint to BMSDC highlighting BMSDC’s responsibility for any future accidents at this junction.

2021/194: Local Needs Housing:
The Clerk to attempt to get a practicing solicitor or JP to witness the declaration for the application for ‘Granting of a new right of common and application for registration of a right in the commons register’.

2021/195.2: Highways & Emergencies:
Cllr Morley is awaiting a proposal from Hodge Farms Ltd for possible route options.

2022/053.2.1: Greens Management:
The Clerk to reschedule the contractor painting the bandstand until the spring due to adverse weather conditions.

2022/066.2.8: Pavilion & Shed:
The Clerk to obtain quotations to paint the Pavilion & Shed next Spring. The Parish Council will purchase and supply the paint.

2022/092.2.1: Greens Management:
Cllr Morley to purchase a Metal Foundry QE2 Plaque and provide to A Vernon, who has agreed to fabricate a tree guard and affix a plaque free of charge. Cllr

2022/092.2.5: Playground:
Cllr Golding to undertake further earth filling to the hollows under some of play equipment with soil (identified in the Annual Safety Inspection.
The Clerk and Cllr Morley to meet APL Ltd (when they return to the site in the near future to adjust tensions on the Zip Wire and tighten some fixings on the see-saw) to agree the Parish Council’s requirements for a new picnic bench and AstroTurf under.

2022/092.2.8: Pavilion:
The Clerk to appoint a locksmith to replace the lock on the Pavilion Changing Room external door.

2022/094.2: Highways and Emergencies:
The Clerk to write letters of thanks to Mr A Creasy and Mr A Cousins for their assistance in repairing the pothole on the corner of Cross Green.

2022/104.2: Village Hall Car Park:
The Clerk to appoint Excite Solutions (a licenced contractor) to undertake ongoing spraying and general car park maintenance services in accordance with their quotation approved on 27/10/22.

2022/104.3.1: Glebe Land:
The Clerk to appoint Barry Colson to create allotment car park, access road and entrance hardstandings using 60 Ton tarmac planings.

2022/104.4: Repairs to the Klargester:
The Clerk to appoint Cargate Ltd to desludge and repair the Pavilion Klargester in accordance with their quotation approved on 27/10/22.

2022/106.9: Pavilion:
The Clerk to investigate the installation of a Smart Meter.

2022/106.9: Other Assets:
Cllr Levett to discuss CC Noticeboard requirements with N Ashton (Chair of CC).

2022/108.2: Highways and Emergencies:
Cllr Turner to investigate sourcing a letter D to replace the missing D on the Cockfield sign.

2022/111: EV Charging Point at the VH Car Park:
The Clerk to ascertain further details abut the SCC Funding for EV Charging.

5. Public Participation Session: (15 minutes).

5.1 Suffolk County Councillor and Babergh District Councillor Reports.
5.2 Public comment.

6. Planning:

6.1 To consider any applications received which have been referred to the Parish Council:

DC/22/05374: Application for Lawful Development Certificate for an existing Use, Operation or Activity including those in breach of a planning condition. Town & Country Planning Act 1990 as amended – Continued Use of The Stables as a Dwellinghouse. Potash Farm, Cockfield Road, Thorpe Morieux, Bury St Edmunds, IP30 0NG (Consultation Response Deadline 17th November 2022, Extended until 28th November 2022)

6.2 To note any Babergh District Council planning permissions/refusals received:

DC/22/05434: Application for Non-material amendment relating to DC/17/03011 – Amendments to plots 4 & 5 – Soffit to front of dwelling lifted and gabled dormers removed. Land to the north east of Ivy Farm, Chapel Road, Cockfield, Suffolk. Decision: Amendment Details Approved.

DC/22/05151: Notification of Works to Trees in a Conservation Area – Fell 1No. Cherry (T1) Oak House, Cross Green, Cockfield, Bury St Edmunds Suffolk IP30 0LG. Decision: BMSDC do not wish to Object.

7. Finance:
7.1 To receive a financial statement and report, including the latest position with the 2022-2023 Council budget.
7.2 To authorise Payments as presented and to note Income received.
7.3 To consider the quotations from Dean Harradine, to;
7.3.1 Refix sundry boards, rub down, prepare and apply 3 coats barn paint to Pavilion external cladding, facias, soffits, etc for £2,000 (Labour only). Parish Council to purchase paint.
7.3.2 Rub Down, prepare and apply 3 coats barn paint to Pavilion shed, for £1,000 (Labour only). Parish Council to purchase paint.
7.4 To approve the quotation from Genesis (Orwell Mencap) to supply and deliver 1.8m long Iroko Brandon Bench inscribed ‘Cross Green 2023’ and two 570mm x 570 mm Iroko Planters for Cross Green for £694.17 + £138.83 VAT, total £833.00.
7.5 To note latest subsidized rates from Octopus Energy for Pavilion electrical supply.

8. Budget & Precept 2022-23:
8.1 To review and/or approve the draft budget circulated to Cllrs in advance of the meeting.
8.2 To review and/or agree the Parish Council Precept for 2022-23.

9. Neighbourhood CIL:
To receive a progress update from Cllr Morley on the Bus Shelter project.
10. Maintenance Schedule and Asset Management:
10.1 Maintenance Calendar (Full review, February, June, October only)
To undertake full review of 2022/23 Maintenance Requirements for budget preparation purposes.

13. King Charles Coronation:
To consider Parish Council arrangements for the King’s Coronation on 6th May 2023.

14. Correspondence:
To consider the correspondence received and to agree any appropriate actions.
.14.1 Resident letter complaining about overgrown footpaths and speeding traffic through Cross Green.
14,2 BMSDC email confirming Xmas Tree recycling arrangements for 2023.
14.3 Headway Suffolk email seeking donation from arish Council.
14.4 BMSDC Briefing for District Cllrs monthly report
14.5 Resident’s email reporting broken bench on Cross Green and requesting Parish Council replace it with a new bench.
14.6 BMSDC Infrastructure Team confirmation that all outstanding CIL payments have now been made for the Mortimer Road development.

15. Parish Council Reports:
To agree the format and timing of reports published in Green Links and on the Parish Council’s Webpage.

16. Matters to be brought to the attention of the Council either for information or for inclusion on the agenda of a future Ordinary Meeting

17. Next Meetings:
The Parish Council does not convene an Ordinary Meeting in December, so the next Ordinary Meeting of the Parish Council will be held on Thursday 19 January 2023 at 7.30pm, in the Village Hall. However an Extraordinary Meeting may be required due to Planning Consultation response deadlines.
